2 suspects, 4 victims in Tel Aviv attack identified.

CORRECTION: As a result of an editing mistake, an earlier version of this story appeared to call into question whether the Tel Aviv attack was an act of terrorism. It undoubtedly was. The story was corrected.

Israeli troops went door-to-door in Yatta overnight, conducting interviews and searching homes after Wednesday night's attack. One woman said troops left holes in her doors and walls and took her son away, but she didn't know why.

Israeli authorities also have frozen 83,000 entry permits for Palestinians -- including all for Ramadan and those for family visits from the West Bank to Israel -- in light of the Tel Aviv attack.

The military response in Yatta came as the Tel Aviv market reopened Thursday, with some witnesses returning to the scene of the bloodshed.

Two shooters, identified as Palestinians, opened fire Wednesday night at the Sarona Market -- a popular food and shopping complex near the Israeli Defense Ministry.

Meital Sassi was at the market celebrating her 2-year-old son's birthday when gunfire broke out.

"We saw the terrorists, and they started to run after us," Sassi told CNN on Thursday. "It was a few minutes that I'll never forget. ... I don't know how I will take my kid to this restaurant."

The gunmen shot up the market, killing four people and wounding several others.

Four people remain hospitalized -- including one of the suspected terrorists and a woman who lost her husband in the attack.

She will be released to go to her husband's funeral before returning to the hospital for treatment, police said.

Hamas hints at more terror

And there may be more bloodshed to come, the Islamist group Hamas said.

Spokesman Housam Badran said the attack was the "first of many surprises" planned against Israeli forces during the month of Ramadan.

And even though Hamas praised the attack in a statement it did not claim responsibility.

The victims

Israeli police said all four of the deceased were Israeli. They are:

• Ido Ben Ari, 42, from Ramat Gan, east of Tel Aviv

• Ilana Naveh, 39, from Ramat Gan

• Michael Feige, 58, from southern Israel

• Mila Misheiv 32, from Rishon LeZion, south of Tel Aviv

Altogether, 13 people suffered gunshot wounds, according to Israel's national emergency medical service. The agency did not specify whether the wounded attacker was counted in that figure.

"People were having coffee. I saw a birthday cake on one of the tables," said Amir Ohana, a member of the Knesset, Israel's parliament, who was at the market.

"And then you see the chairs upside down and glass shattered and blood all over."

Surveillance footage from a nearby cafe showed chaos as panicked customers knocked over tables rushing to escape. Some crawled across the floor. Others carried children in their arms.

Israeli police spokesman Micky Rosenfeld said two terrorists were captured. One was shot by police, and the other surrendered.

The attackers were dressed as Hasidic Jews, a law enforcement source briefed by Israeli officials said.

The suspects

The mayor of the suspects' hometown identified the pair to CNN on Thursday. But CNN is not identifying the two as Israeli authorities have issued a gag order.

According to Israel's security agency, the suspects are Palestinians from a village in the southern West Bank, near Hebron. Both are in their 20s.

Information about a motive wasn't immediately available. No intelligence suggested an attack was imminent, Rosenfeld said.

A 'savage crime'

Israeli Prime Minister Benjamin Netanyahu called the attack "a savage crime, murder in the heart of Tel Aviv."

"We will take the necessary steps to attack the attackers and defend those who need to be defended," he said.

The Palestinian Authority, which governs the West Bank, released a statement saying it condemns any attack against civilians, regardless of the source.

It has been participating in "important ongoing security coordination" with its Israeli counterparts in the wake of the attack, David Siegel, consul general of Israel to the Southwestern United States, told CNN.

Concerns about security?

Sarona Market is in a "trendy, hip" part of Tel Aviv, and the attackers struck on "a very crowded evening," Siegel said.

The market is considered a "classic soft terror target," and is nearly impossible to secure, according to Steve Moore, a CNN law enforcement analyst.

"It is really indefensible. It is a mall," he said. "You are not going to set up a system whereby, absent body searches, you are going to stop these things."

A press release from the opening of the market described it as an 8,700-square-meter complex with 91 stalls, shops and restaurants selling food from around the globe.

The Jerusalem Post reported in April that Tel Aviv police wanted to close the market because of "security flaws and safety shortcomings that present a risk to the public's safety."

But a spokesman for Gindi Holding, which built the market, told the Post the complex would not be closed and that violations only involved tables and chairs blocking entrances and exits and the way security guards were inspecting visitors at the door.

More attacks expected during Ramadan?

Israelis may not have had specific intelligence regarding this attack, but CNN analysts said the number of attacks was expected to pick up during Ramadan.

"Two things happen at Ramadan in Israel. No. 1, you expect attacks, and No. 2, you're loosening up the security measures between Gaza and the West Bank and Israel," Moore said.

"So it's kind of the worst of all worlds. So maybe they (the Israelis) didn't have an individual indication of this specific attack, but they knew attacks were coming."

Michael Oren, a former Israeli ambassador to the United States and now a member of the Knesset, said Israel would be prepared.

"This is a country, which over the course of its 68-year history, has grown tragically accustomed to these types of attacks," he said. "We are very resilient."

Violence in Tel Aviv

Tel Aviv is not as violent as Jerusalem, but it has not escaped bloodshed.

Two people were killed in January when a gunman sprayed bullets from an automatic weapon near a pub there. Seven people were wounded.
In March, an American was killed and 10 others were wounded in a stabbing along an oceanfront boardwalk. Anti-police riots broke out in May 2015.

U.S. State Department deputy spokesman Mark Toner issued a statement condemning the "horrific terrorist attack in Tel Aviv in the strongest possible terms."

"These cowardly attacks against innocent civilians can never be justified," he said. "We are in touch with Israeli authorities to express our support and concern."

British Prime Minister David Cameron took to Twitter on Thursday to say he was "sickened by the appalling attack."

Danny Danon, the Israeli ambassador to the United Nations, called on the U.N. Security Council to condemn the attack.

"Today's heinous attack sadly proves that when the international community refuses to condemn terror against Israelis, the next attack is only a matter of time," Danon said in a statement. "Terror in Tel Aviv must be treated the same as terror in Paris or Istanbul."

British long jumper Greg Rutherford will be there, but he's taking no chances, with the defending Olympic champion freezing a sample of his sperm before heading to the Games as a precautionary measure against Zika.

"We'd love to have more children and with research in its infancy, I wouldn't want to put myself in a situation which could have been prevented.

"Specialists still also don't know the ins and outs of Zika, so even though it looks as though there (are) no real issues should Milo get bitten, it's just another thing we don't want to chance," she added, referring to their son.

Last month, a host of prominent doctors and professors penned an open letter to the World Health Organization (WHO) calling for the Games to be moved or postponed "in the name of public health."
Despite these concerns, Rio 2016 director of communications Mario Andrada said Tuesday organizers were "110% comfortable" they could protect everybody attending the Games.

The International Olympic Committee insists it has no plans to delay or cancel South America's first Olympics.

"The Zika virus has caused no end of concern, if we're totally honest," added Verrill, who cited several reasons why she won't travel with Rutherford, who is also world and European champion, including the risk of Zika infecting her or Milo.

"After more than 100 medical experts stressed the Games should be moved to prevent the disease from spreading, this was a huge factor in us choosing to stay put," she explained.

The Center for Disease Control (CDC) recently confirmed Zika's link to microcephaly -- a birth defect that results in an underdeveloped brain -- and is studying its connection to other malformations.

So far there is no vaccination that can ward against the virus.

Brazilian officials have argued the risk of infection is seriously reduced during the Games, because they are being held in the South American winter month of August, when mosquito populations tend to die.

According to Rio's health secretariat, the number of Zika cases has already declined significantly. According to their figures, the city has seen a total of 26,576 cases of Zika so far this year, with a peak in February of 7,232 cases. In May, there were 702 reported cases.

Verrill stresses that Zika fears are not the only things keeping her away from the Games, pointing to the high cost of travel, the lack of mobility with a young child, and the difficulty in getting good seats .

"Come August, Greg will be traveling to Rio to undertake a job, and I'll be staying at home," she writes. "No less supportive than I'd be if I was there with him and with all our loved ones who also want him to succeed.

"And at least from the comfort of our own living room I can see his actual face."

The ITF made the announcement Wednesday, ending weeks of speculation about the future of the former world No. 1. Sharapova -- whose case was heard by a three-person tribunal on May 18 and 19 -- immediately said on her Facebook page she would appeal to the Court of Arbitration for Sport, which will have the final say on the matter. Her lawyer, John Haggerty, told CNN he expected the hearing to take place next month.

The ITF -- which sought a four-year punishment -- told CNN it wouldn't be appealing to CAS, while the World Anti-Doping Agency will review the decision before deciding whether or not to take the matter to Swiss-based court.

The two-year ban is in line with non-specified substances such as meldonium for first-time offenders who aren't deemed to have intentionally cheated.

"The ITF tribunal unanimously co ncluded that what I did was not intentional," the 29-year-old Sharapova said. "The tribunal found that I did not seek treatment from my doctor for the purpose of obtaining a performance enhancing substance. The ITF spent tremendous amounts of time and resources trying to prove I intentionally violated the anti-doping rules and the tribunal concluded I did not.

"You need to know that the ITF asked the tribunal to suspend me for four years -- the required suspension for an intentional violation -- and the tribunal rejected the ITF's position.

"While the tribunal concluded correctly that I did not intentionally violate the anti-doping rules, I cannot accept an unfairly harsh two-year suspension. The tribunal, whose members were selected by the ITF, agreed that I did not do anything intentionally wrong, yet they seek to keep me from playing tennis for two years."

Haggerty, unsurprisingly, supported his client. The ITF, he alleged, wanted to make an example of the Siberian-born Sharapova.

"While I am pleased with the ITF's unanimous ruling about Maria's lack of intent to violate the rules, I am disappointed that the ITF tribunal gave Maria an unfairly harsh suspension because she is such a famous athlete and they wanted to make an example out of her," he said in an email.

However, Sharapova certainly wasn't an innocent party, as laid out by the tribunal's 33-page ruling.

"She is the sole author of her misfortune," it stated in its conclusion.

And WTA head Steve Simon, replying to the verdict, emphasized the importance of players to follow the rules.

"It is important at all times for players to be aware of the rules and to follow them," Simon said. "In this case, Maria has taken responsibility for her mistake from the outset. The WTA supports the process that the ITF and Maria have followed."

Sharapova stunned the world in March when the five-time grand slam winner said in a Los Angeles press conference arranged by her entourage that she had failed a drug test at the Australian Open on January 26. She received a provisional ban on March 12.

While racket provider Head stood by her, other sponsors distanced themselves from Sharapova, including Nike and watch maker Tag Heuer. On Wednesday, though, despite the ruling, Nike backed Sharapova.
Just this week, her 11-year reign as the world's richest female athlete came to an end. She was replaced by a bitter rival on the tennis court, Serena Williams.

Sharapova claimed she had been taking meldonium since 2006 for heart issues, a magnesium deficiency and because her family has a history of diabetes.

Sharapova, who has continued to promote her candy company Sugarpova since being suspended, said she simply failed to read an email that stated meldonium would be added to the banned list on Jan. 1. It was an oversight, she insisted, adding that she knew the drug by its trade name Mildronate.

If Sharapova was simply too busy to find out whether meldonium was a banned substance at the start of the year, that task would have fallen to someone on her extensive team. But according to evidence given to the tribunal, her IMG agent Max Eisenbud was the lone member of her current entourage who knew she was taking the drug -- not her coach Sven Groeneveld, physiotherapist or nutritionist.

It was Eisenbud's task to check each year but going through a separation contributed to him not looking at the updated list in the off-season in 2015. Eisenbud said he conducted such matters while on holiday in the Caribbean but didn't go last year due to his personal circumstances.

Eisenbud and Groeneveld didn't reply to emails seeking comment.

Meldonium isn't approved for use in the U.S. -- where Sharapova has lived since the age of seven -- by the Food and Drug Administration. She started using meldonium under the care of a doctor in Russia, Anatoly Skalny, as part of a mix of 18 supplements and medications for various ailments.

They cut ties in 2012, though the player didn't come off the drug. Sharapova said she only told one doctor or practitioner after that time she was on the drug and no one else -- Russian Olympic doctor Sergei Yasnitsky -- despite being in intermittent contact with other medical officials.

Her explanation that no one asked her what medication she was taking didn't cut it with the tribunal.

"The tribunal finds it hard to credit that no medical practitioner whom she consulted over a period of 3 years, with the exception of Dr. Yasnitsky, would, in accordance with standard medical practice, have asked her what medications she was taking," it said.

Meldonium was added to the prohibited list "because of evidence of its use by athletes with the intention of enhancing performance," WADA said on its website.

Boosting endurance and helping in the recovery process are potential benefits for athletes. Sharapova took meldonium before matches but never declared it on doping control forms, including at the Australian Open this year. She tested positive five times for meldonium in 2015.

"The manner of its use, on match days and when undertaking intensive training, is only consistent with an intention to boost her energy levels," the tribunal said in the ruling. "It may be that she genuinely believed that Mildronate had some general beneficial effect on her health but the manner in which the medication was taken, its concealment from the anti-doping authorities, her failure to disclose it even to her own team, and the lack of any medical justification must inevitably lead to the conclusion that she took Mildronate for the purpose of enhancing her performance."

Sharapova, one of tennis' top competitors, vowed to "fight" to return to the court soon. The ban backdated to January, if CAS sticks with the two-year sanction, Sharapova won't be eligible to come back until January 2018.

"I have missed playing tennis and I have missed my amazing fans, who are the best and most loyal fans in the world," she said. "I have read your letters. I have read your social media posts and your love and support has gotten me through these tough days. I intend to stand for what I believe is right and that's why I will fight to be back on the tennis court as soon as possible."

In Mel Brooks' 1987 spoof "Spaceballs," there was a recurring joke about the incredibly weak passcode "12345."

"That's the stupidest combination I've ever heard in my life! That's the kind of thing an idiot would have on his luggage!"

Thirty years later, people are still using incredibly idiotic passwords, even to protect their sensitive data and accounts.

In a massive recent theft of Twitter usernames and passwords involving nearly 33 million customers, "123456" was by far the most commonly used passcode, according to security company LeakedSource. More than 120,000 people whose credentials were hacked had used "123456" as their Twitter (TWTR, Tech30) password.

That was followed by "123456789," "qwerty," "password," and a host of other easily guessable passwords (including Spaceballs' "12345").

LeakedSource revealed Wednesday that a hacker who goes by the moniker Tes sa88 stole 32,888,300 Twitter credentials. LeakedSource found the database on an online black market, and Tessa88 was trying to sell it for 10 bitcoins (about $6,000).

Twitter says it is "confident" its systems weren't breached -- it's more likely that Tessa88 used malware installed on people's computers to log the usernames and passwords and send them back to the hacker. But Twitter said it is monitoring the list, and working with LeakedSource and working to secure affected customers' accounts.

Possibly as a result of Tessa88's heist, several high profile celebrities and business' Twitter profiles have recently been hacked. The NFL falsely tweeted out Tuesday that Commissioner Roger Goodell had died. Katy Perry's account started spewing racist speech. Drake, Mark Zuckerberg and even Twitter co-founder Evan Williams were also hacked recently.

Strong passwords are helpful, but they wouldn't have made much of a difference in this case -- if a hacker is logging your keystrokes, it doesn't matter how strong your password is.

That's why Twitter and other online services provide two-factor authentication as a security option. With two-factor authenticat ion, you need your password in addition to a code texted to your smartphone in order to log in.

Disney CEO Bob Iger thinks companies -- including his -- are simply paying too much in tax to Uncle Sam.

Iger told CNNMoney on Thursday that high corporate tax rates in the U.S. are "anti-competitive," and described the country's tax system as "ridiculously complex."

"It doesn't mean that a company shouldn't pay taxes, but I think the structure is off ... the tax base should be lowered, and the loopholes should be closed," Iger said, without elaborating on potential reforms.

Corporate taxes have been a flashpoint during the U.S. presidential campaign. Bernie Sanders, for instance, has lambasted big business for using loopholes to lower their tax bills.

Nearly 20% of large U.S. corporations that reported a profit on their financial statements in 2012 ended up paying exactly nothing in U.S. corporate income taxes, according to a recen t report from the U.S. Government Accountability Office, which conducted its analysis at the behest of Sanders.

That's well below the 35% top corporate income tax rate.

Sanders has specifically targeted Disney (DIS) in the past, accusing the company of exploiting workers and failing to pay them a living wage. The Democratic candidate has also called on the company to keep jobs in the U.S.

Iger again rejected Sanders' arguments on Thursday, saying his company is a "positive for the United States and for the world."

"He chose the wrong company to criticize," Iger said. "I thought that it was indicative of a person who had never been in business and had not taken the t ime to really understand and appreciate what the meaning of business is to the country."

The Saudi-led coalition -- made up of several Arab countries -- began a military campaign in Yemen in March 2015 aimed at preventing Houthi rebels allied to Iran and forces loyal to Yemen's deposed President Ali Abdullah Saleh from taking power.

But last month, a U.N. report claimed the alliance was responsible for 60% of the 1,953 children recorded as killed or maimed in the conflict in 2015 -- a sixfold rise since the previous year. They were added to a blacklist of of groups violating children's rights in armed conflict, before dropping off the list again earlier this week.

That's because Saudi Arabia made a threat of a "total rupture" in relations between the Kingdom and the U.N., placing in doubt hundreds of millions of dollars in financial contributions to U.N. humanitarian agencies and causes, the U.N. official said.

There were also suggestions clerics in Saudi Arabia could meet to issue an anti-U.N. fatwa, declaring the organization "anti-Muslim."

The pressure was "massive ... beyond anything ever seen," the official said.

'Blatant pandering'

A spokesperson for Ban confirmed that the coalition had been removed from the blacklist, saying it had agreed to a joint review with Saudi officials of the cases and numbers of casualties mentioned in the report.

Human rights organization Amnesty International described the U.N.'s actions as "blatant pandering" to Saudi Arabia that "undermines all of the U.N.'s work to protect children caught up in war."

The U.N. official said the pressure came in the form of diplomatic phone calls and visits by U.N. diplomats at the organization's headquarters in New York.

Despite the U.N.'s apparent capitulation, it remained adamant its report on the parlous situation in Yemen was accurate.

"Every word stands and we stand by the figures and the information contained in the report," U.N. spokesman Stephane Dujarric told reporters Wednesday.

"It paints a horrific picture of the suffering of Yemenese civilians, especially the Yemeni children."

In an open letter to Ban, Human Rights Watch and 19 other organizations called on the U.N. to immediately return the Saudi-led coalition to the "list of shame."

Iraq military spokesman Col. Mohammed Ibrahim told CNN that the neighborhood of al-Shuhada al-Thaniya in southern Falluja had been liberated, and Iraq's flag was now flying over a government building in the area.

He said the operation to free the neighborhood had taken more than 48 hours as soldiers removed mines and explosives that ISIS left in its wake.

Troops are advancing on other neighborhoods as ISIS militants abandon their positions. Falluja, 65 kilometers (40 miles) from Baghdad, became the first Iraqi city to be captured by the Sunni terror group when it fell in 2014.

The liberation of the neighborhood followed warnings from the United Nations about the threats civilians face attempting to flee the city.

Some 50,000 civilians -- including 20,000 children -- remained trapped inside Falluja, according to a U.N. estimate.

Civilians reportedly are being used as human shields by the terror group, which is shooting them if they attempt to escape.

If they do succeed in leaving, the U.N. high commissioner for human rights, Zeid Ra'ad Al Hussein, said, civilians face a fresh threat -- potentially "severe physical abuse" and even death at the hands of armed groups allied with the Iraqi government.

He said eyewitnesses had described how armed groups operating in support of Iraq's military were intercepting fleeing groups, separating the men and teenage boys from the women and children, and detaining the males for "security screening."

In some cases, he said, this roundup descended into "physical violations and other forms of abuse, apparently in order to elicit forced confessions."

Severe shortages for civilians

The United Nations didn't name any specific groups, but Shiite militias known as the Popular Mobilization Units have been supporting the Iraqi army and security forces in the ongoing battle to retake Falluja.

The city has been besieged for months, but Iraqi forces began the operation to liberate Falluja last month and have surrounded the city's center.

Civilians there have had to cope with acute shortages of food, medicine and other basic services, such as water supplies.

And they must navigate life under a terror group that has little regard for their well-being.

One man told CNN that ISIS fighters came to his home and informed him he needed to go to Falluja's center to be a human shield for the group.

"It was an order," said Taleb Farhan, a resident of Karma on the outskirts of Falluja. "If you refused, they'd shoot you on the spot."

For the 60,000 or so who have managed to flee and reach temporary camps, it's a "race against time" to provide them support, aid organizations say.

Two terrorists were captured, Israeli police spokesman Micky Rosenfeld said, with one shot and the second arrested at the upscale Sarona Market.

There was no immediate claim of responsibility for the attack, which Prime Minister Benjamin Netanyahu called "a savage crime, murder in the heart of Tel Aviv."

"We will take the necessary steps to attack the attackers and defend those who need to be defended," he said.

Surveillance footage from a cafe near the shooting scene showed chaos as panicked customers knocked over chairs and tables as they rushed to escape. People crawled across the floor and others carried children in their arms.

Violence shatters serene setting

Amir Ohana, a member of the Israeli Parliament who was at Sarona Market, told CNN that people were enjoying a serene night when violence erupted.

"People were having coffee," he said. "I saw a birthday cake on one of the tables. And then you see the chairs upside down and glass shattered and blood all over."

The four fatalities were Israeli, Rosenfeld said. At least five other people were wounded in the carnage, said Dr. Gil Fire, deputy director of Ichilov Hospital.

An injured suspect also was treated.

Information about a motive wasn't immediately available. No intelligence suggested an attack was imminent, Rosenfeld said.

The attackers were dressed as Hasidic Jews, said a law enforcement source briefed by Israeli officials. Police officers shot one of the suspects. The other surrendered, Rosenfeld said.

Concerns about security?

Sarona Market is a mixed-use development with a food hall, upscale retail, playgrounds, green space and residences on a central highway. The market, which opened last year, is across the street from Israel's Defense Ministry and main army headquarters.

A press release from the opening of the complex described it as an 8,700-square-meter complex with 91 stalls, shops and restaurants selling food from around the globe.

The Jerusalem Post reported in April that Tel Aviv police wanted to close the market because of "security flaws and safety shortcomings that present a risk to the public's safety."

But a spokesman for Gindi Holding, which built the market, told The Post the complex would not be closed and that violations only involved tables and chairs blocking entrances and exits and the way security guards were inspecting visitors at the door.

Violence in Tel Aviv

Tel Aviv is not as violent as Jerusalem, but has not escaped bloodshed.

Two people were killed January 1 when a gunman sprayed bullets from an automatic weapon near a pub in Tel Aviv. Seven people were wounded. In March, an American was killed and 10 other people were wounded in a stabbing along an oceanfront boardwalk. Anti-police riots broke out in May 2015.

U.S. State Department deputy spokesman Mark Toner issued a statement condemning "today's horrific terrorist attack in Tel Aviv in the strongest possible terms."

"These cowardly attacks against innocent civilians can never be justified," he said. "We are in touch with Israeli authorities to express our support and concern."

Israeli Ambassador to the United Nations Danny Danon called on the Security Council to condemn the attack.

"Today's heinous attack sadly proves that when the international community refuses to condemn terror against Israelis, the next attack is only a matter of time," he said in a statement. "Terror in Tel Aviv must be treated the same as terror in Paris or Istanbul."

Rosenfeld said knife attacks have been more common lately, with the last shooting in Tel Aviv occurring months ago.

During the interview Stewart gave further insight into her time behind bars, including her TV viewing habits.

"In prison it was BET television at all times," she said, referring to the Black Entertainment Television network. "I had to get up really early to watch the news. So if I wanted to watch the stock market and stuff like that, I had to get up really early and watch it by myself."

Deadly blast rocks Istanbul, 11 dead.

The blast, in the Beyazit neighborhood of Istanbul's historic Fatih district, occurred about 8.40 a.m. local time during morning rush hour.

It killed seven police officers and four civilians, and left 36 people injured, three of them critically, Istanbul Gov. Vasip Sahin told reporters.

Local media reported that the blast was remotely detonated as the bus, carrying a group of riot police, passed. No group has taken responsibility for the bombing.

The area surrounding the explosion -- a busy neighborhood that includes the city's landmark Beyazit Square, the main Istanbul University campus and the Vezneciler metro station -- was evacuated following the blast.

Images from the site of the explosion showed visible damage to surrounding buildings, with windows blown out and glass strewn across the street.

Erdogan calls attack unforgivable

Turkish President Recep Tayyip Erdogan, who visited some of the wounded in the hospital, offered his condolences and said the attack was unforgivable.

"Let me be clear, terrorist organizations distinguishing between civilians, soldiers and police does not mean anything to us. The end target is always human beings," he said.

"The mission of our soldiers, our police and our city guards is to protect our lives and our property. It is unacceptable that these people are targeted. We will continue our fight against terrorism fearlessly," he said.

Turkish Prime Minister Binali Yildirim, who assumed office last month, condemned the attackers for killing innocents during the Muslim holy month of Ramadan.

He told reporters that those responsible had "once again shown that they are the enemy of human values," Turkey's Anadolu state news agency reported.

The United States, France and Germany were quick to condemn the attack, with French President Francois Hollande saying in a statement that "this intolerable act of violence must more than ever confirm our mutual determination to fight all forms of terrorism."

The U.S. Embassy in Turkey said on Twitter that it would "continue to stand shoulder-to-shoulder with Turkey in the fight against terrorism."

Wave of attacks

Turkey has been rocked by a string of terror attacks over the past year as it weathers bombing campaigns carried out both by ISIS and Kurdish militants.

As part of the U.S.-led coalition against ISIS, Turkey allows coalition planes to fly raids on ISIS targets in neighboring Iraq and Syria from its territory.

And last year Turkey resumed hostilities with Kurdish militant separatists the PKK in earnest after a two-year cease-fire broke down.

The PKK, or Kurdistan Worker's Party, has been in an armed struggle with the Turkish government for decades and is considered a terror group by Turkey, the United States and the European Union.

In March, at least 37 were killed when a car bomb detonated near a bus stop in the capital, Ankara, in an attack claimed by a Kurdish militant group.

Six days later an ISIS suicide bomber detonated himself on one of Istanbul's main streets, killing four.

A month earlier, 28 had been killed in a blast targeting military vehicles in central Ankara, which was claimed by a Kurdish group.
And in January, at least 10 German tourists died in a suicide bombing in Istanbul's Sultanahmet Square that Turkish authorities linked to ISIS.

The violence has had an impact on Turkey's tourism industry, a key sector of the national economy.

Turkey spirals into instability: How did it get here?.

Suspicions will likely fall on the separatist militant Kurdish group the Kurdistan Workers' Party (PKK), which carried out similar incidents in Ankara last January and March.

President Recep Tayyip Erdogan will probably approve the lifting of immunity against the 50 pro-Kurdish members of parliament to facilitate criminal prosecutions against them and potentially dislodge them from their seats.

He will also use this tragedy to impress on Turkish voters that Kurdish and Islamist militancy can only be thwarted by transforming Turkey from a parliamentary system into a powerful executive presidency.

That argument does not hold water given that Turkey's mounting instability arises not from the type of governance, but from the over-centralization of power in presidential hands.

Erdogan's vision

Almost a month ago, Erdogan deposed his own handpicked Prime Minister Ahmet Davutoglu due to the latter's attempts to carve out his own influence in government.

Furthermore, Erdogan's ideological domestic and foreign policies have positioned Turkey at the heart of the factional, sectarian and ethnic strife tearing the region apart.

His campaign to impose a single religious identity based on Sunni Islam, and instil a homogenous Turkish nationality on an ethnically diverse society, is a recipe for escalating social fissures and political violence.
After all, Kurds compose 18% of Turkey's population, the overwhelming majority of whom yearn for a settlement based on greater democracy, human rights and full integration in Turkey.

Hardline foreign policy

Similarly, Erdogan has pursued a hardline foreign policy that has diminished Turkey's influence in the Middle East and North Africa.

His hostility with Russia, and mistrust with Iran and Israel, has thwarted Erdogan's maneuverability in Syria and contributed to the nearly 3 million migrants on Turkish territory -- and violent spillovers from the Middle East.

Erdogan's crucial relations with the U.S. are testy and have become increasingly transactional and less strategic.

These relations have been complicated by the U.S. refusal to cease cooperation with the PKK-affiliated Peoples' Protections Units (YPG) against the ISIS.

Cold comfort from Europe

Turkey does not enjoy a warm reception with Europe either, despite negotiations over the Syrian migration crisis.

Erdogan has been threatening to tear up the EU migration deal if he does secure more concessions on visa-free travel to the Schengen Area -- a collection of 26 European countries including France, Germany, and Spain.

Under the "one in, one out" deal, Syrians who cross into Greece illegally will be sent back to Turkey. For every Syrian sent back to Turkey, a vetted Syrian refugee will go from Turkey to Europe to be resettled.

In return, the EU has pledged to give Turkey billions in funding to help it provide for migrants within its borders, and grant various political concessions.

But Erdogan risks misreading the desperation of German Chancellor Angela Merkel and overplaying his hands by upping demands to an untenable level.

He should not be surprised if one day Europe exhibits near-total reticence and lack of cooperation towards him whenever he requires its assistance on a particular issue.

The spiral deepens?

Consequently, Turkey is hardly on a positive domestic and foreign policy trajectory.

There's an increasing prospect that the country's political, economic and external challenges will over time put additional pressure on an already stagnant Turkish economy and drag the country into a downward spiral of instability.

Unless Erdogan implements radical policy reversals, the likelihood of which looks exceedingly remote, Turkey will become more entrenched in the turbulence of the Middle East.

Two civilians and a police officer died in the attack on police headquarters in the town in Mardin province, Prime Minister Binali Yildirim told reporters.

The blast wounded 30 people, who were taken to nearby hospitals, he said, adding that the toll would likely have been higher if it were not for barriers in front of the building.

He blamed the banned Kurdish separatist PKK group for the attack, saying: "We are not surprised by this, but the circle is tightening around them."

Turkish jets hit PKK targets in Iraq and southeastern Turkey on Tuesday, state-run Anadolu news agency reported, citing military officials.

Twin threats

Turkey has weathered a string of terror attacks over the past year as it faces the twin threats of ISIS and Kurdish militants.

As part of the U.S.-led coalition against ISIS, Turkey allows coalition planes to fly raids on ISIS targets in neighboring Iraq and Syria from its territory.

And last year Turkey resumed hostilities with the PKK in earnest after a two-year cease-fire broke down.

Since then, Anadou reports, about 500 Turkish security forces and about 4,900 PKK members have been killed in the conflict.

The PKK, or Kurdistan Worker's Party, is considered a terror group by Turkey, the United States and the European Union, and has been in an armed conflict with Turkey for decades.
